N.Y. Arrest 3 Illegal Immigrants

Rouses Point, N.Y. – U.S. Customs and Border Protection Buffalo Field Office, announced the apprehension and arrest of three Chinese nationals illegally present in the United States. The three male citizens of China apparently were destined to Burlington, Vt. when they took a wrong turn and ended up at the Rouses Point Border Crossing on November 18.

Thirty-one-year-old Quing Wu, 50-year-old Binhua Zheng and 46-year-old Songbin Piao, all citizens of China were encountered at the Rouses Point port of entry. The individuals were denied admission into Canada and were turned back to the U.S. side of the border. Due to a lack of identification and clear itinerary, the vehicle and occupants were escorted into the secondary inspection area.

Record checks and interviews conducted by CBP officers on the subjects revealed that they were all illegally present in the United States. Two of the men claim to have entered illegally while the third subject entered legally but had overstayed his visitor’s visa. All three had been working without authorization in the Plattsburgh area and were destined to another job in Vermont.

The three subjects were arrested by CBP and are being held at the Clinton county jail pending a deportation hearing before an Immigration Judge.

“These subjects have been living and working in the U.S. illegally for 4 years or more prior to being arrested by our officers,” stated James T. Engleman, CBP director of Field Operations for the Buffalo Field Office. “Intercepting and arresting violators of our immigration laws at our borders is a very important part of CBP’s mission. I commend the thorough inspection by our officers leading to these arrests.”

 

Education officials spent £10m on first-class fares

Education officials have run up a £10m bill for the taxpayer from first-class rail travel over the last three years. Civil servants bought an estimated 60,000 first-class tickets between 2006 and 2009. The scale of the spending – equivalent to just over 300 teachers’ salaries or four new primary schools – provoked anger among opposition MPs and parents’ leaders.

The bill was accumulated by the Department for Children, Schools and Families (DCSF), headed by Ed Balls, and by its predecessor, the Department for Education and Skills.

Parliamentary answers disclose that it spent £3.8m on first-class tickets in 2006-07, followed by £3.1m in 2007-08 and £3.2m in 2008-09.

Diana Johnson, a schools minister, said that senior staff were entitled to travel first-class and were advised “if they need to work on the train then there may be occasions when first class travel will be less busy and noisy than standard class”.

Education officialsBut David Laws, the Liberal Democrat education spokesman, said: “Ed Balls has warned he will slash the schools budget and lay off headteachers to do so, yet he is wasting millions on allowing his department’s bureaucrats to travel first-class.

“This money should be making a real difference in our schools. Ed Balls needs to get a grip on his department.”

Margaret Morrissey of the parents’ pressure group Parents Outloud said: “I know there are reasons why civil servants would have to travel – but why would they need to go first-class? It’s absolutely ridiculous.

“If they spend so much time on the train, that may be the reason why they take so much time to answer a query. It can take two months to get an acknowledgement for a letter and another two months for a reply.”

One of the reasons for the high cost is said to be because its offices are spread around the country with staff in Darlington, Runcorn and Sheffield often being called to London for meetings.

John Dunford, the general secretary of the Association of School and College Leaders, which represents secondary headteachers, said: “Surely they could do a lot more of their business by telephone conferencing?”

A DCSF spokesman said the department saved cash, and created jobs, by having several locations outside London. “This multi-site operation does present some logistical challenges, meaning staff occasionally have to travel down to London and back from the regional offices.

“However, every effort is made to ensure that meetings can be done via video phone where possible to save time and money. Most journeys are in standard class.”

 

The Federal Income Tax

The tax treatment of the wealthy is analogous to making Tiger Woods play a longer golf course than the other competing golf professionals because of his superior skills. The code is costly because of the time and expense required to fill out the complicated forms. Finally, the Alternative Minimum Tax provision directed at wealthy individuals affects the middle class now because it wasn’t indexed for inflation; an example of the unintended consequences of Congressional micromanaging.

Substituting the flat tax for the prevailing income tax will instantly increase the effectiveness of citizens and businesses in America. The economies of the twelve foreign countries, which switched to the flat tax, have improved dramatically. The flat tax is the ideal income tax because it simple, fair, progressive, and cost effective. It’s: – simple, can be filled on a post card – fair because everyone pays the same percentage of their income – progressive, the higher the income, the higher the tax – cost effective, eliminates the tax preparation time of individuals and/ or using costly tax professionals. This tax would save millions of dollars of the IRS budget ($11.4 billion, 2008) by reducing the number of its employees (86,585, 2006). There are other valuable adjunct benefits to the flat tax. It eliminates double taxation, simplifies tax planning, enhances the economy, increases privacy, improves compliance, and generates more tax revenue.

There will be many vociferous critics of the flat tax. Naturally, the adversely affected individuals, IRS employees, accountants and tax lawyers, will oppose these changes in the present Federal Income Tax Code. Politicians will oppose this tax because it will deprive them of a powerful tool to stay in office. A blatant example of a member of Congress using the tax code, to satisfy a sponsor, is the famous Gallo Wine Amendment. In 1978, Julio and Ernest Gallo helped Senator Alan Cranston win a difficult re-election in California. Cranston returned the favor by getting a tax amendment passed on a Saturday, with few Senators present that allowed the Gallo family to spread their inheritance payments over several years.

The benefits of the flat tax extend beyond simplicity and fairness. After-tax income will rise. There will be renewed work incentives. The reduction of taxation on investments will shift capital to producing goods and services. This shift will create new businesses and industries with the concomitant increase in employment. Industries will be encouraged to locate in the USA and the shift to off shore jobs will decrease. All of these positive changes will insure the continuous growth of our economy.

MasterCard Launches Authentication Program For Mobile Devices

master cardMasterCard has launched a solution to harness the mobile phone as a form factor for its chip authentication program (CAP). The initiative focuses on enabling consumers to authenticate their banking and online transactions through their own mobile phone. It focuses on solutions that allow cardholders to authenticate themselves using their existing EMV banking card and a personal card reader.

It offers two types of solutions, the SMS-CAP solution works on any mobile phone. In this version, the CAP password is sent to the cardholder inside an SMS. The cardholder is then able to use this password to authenticate their online purchase or mobile banking activity.

The second version runs on Smartphones or JAVA compatible phones. It consists of an application that runs on the mobile phone and prompts the cardholder to key in a PIN. The phone then displays a CAP password. The consumer experience in this version is very similar to authentication using a card reader.

Additionally the solution allows part of the transaction to be included in the generation of a password. This means that banks can enable cardholders to create a unique signature for a transaction. Such developments represent considerable armor against “phishing” and ‘man in the middle’ attacks, a growing menace in e-banking and e-commerce.

Texas Agents Seize 878 Pounds of Marijuana in 2 Unrelated Incidents

Weslaco, Texas – U.S. Border Patrol agents assigned to the Weslaco Border Patrol Station seized 878 pounds valued at $702,400, while on patrol south of Donna, Texas, in two unrelated seizures.

The first seizure happened on Wednesday, just before noon when agents encountered a black 1992 Honda Accord traveling north from the Rio Grande at a high rate of speed. The agents stopped the vehicle and observed two bundles of what appeared to be narcotics in the passenger area of the car. During a subsequent search of the vehicle four additional bundles were discovered in the trunk. Agents arrested the driver and seized 274 pounds of marijuana.

Unrelated IncidentsThe second seizure took place in the late afternoon when agents noticed suspicious activity in the vicinity of the Rio Grande, south of Donna. Immediately after agents observed the suspicious activity, a black 1997 Lincoln Towncar was seen departing the area at a high rate of speed. When agents attempted to conduct a vehicle stop, the sedan accelerated north onto FM-493 from Military Highway 281.

The driver lost control of the vehicle and it came to rest in a dirt culvert. The driver managed to get away, but the passenger was apprehended. Discovered within the car were eight bundles of marijuana weighing 604 pounds.

The Drug Enforcement Administration assumed custody of the subjects and narcotics.

Government agrees to pay $3 million in CIA lawsuit

The government has agreed to pay $3 million to a former agent of the Drug Enforcement Administration who sued CIA officers for illegal eavesdropping.

The proposed settlement followed a ruling by U.S. District Judge Royce Lamberth in July that CIA officials committed fraud to protect a former covert agent against the eavesdropping allegations.

The lawsuit was brought by former DEA agent Richard Horn, who says his home in Rangoon, Burma, was illegally wiretapped by the CIA in 1993. He says Arthur Brown, the former CIA station chief in Burma, and Franklin Huddle Jr., the chief of mission at the U.S. Embassy in Burma, were trying to get him transferred because they disagreed with his work with Burmese officials on the country’s drug trade.

Horn sued Brown and Huddle in 1994, seeking monetary damages for violating his civil rights. The CIA itself was a defendant in the lawsuit until early this year.

Then-CIA Director George Tenet filed an affidavit asking that the case against Brown be dismissed because he was a covert agent whose identity was a state secret that must not be revealed in open court. Lamberth granted the CIA’s request and threw out the case against Brown in 2004.

Government agrees to pay $3 million in CIA lawsuitLamberth found out last year that Brown’s cover had been lifted in 2002, even though the CIA continued to file legal documents saying his status was covert. The judge found that the CIA intentionally misled the court and he reinstated the case against Brown.

The agreement in the case was revealed in court papers filed Tuesday night, and Lamberth will now consider whether to dismiss the suit. Under the proposed settlement, the government makes no admission as to whether the allegations in the lawsuit are true.
